The challenge

The circa 48 police municipale (local law enforcers) of Sartrouville experienced increasing numbers of incidents, escalations and aggression during police-citizen interactions, a trend that is visible in many countries across the world. Escalations, rudeness, aggression and conflict occurred more often, leading managers and city council politicians to explore what could be done to protect officers, and improve interactions with citizens.

Eventually local politics intervened and enforced the need to look for a solution that would help Sartrouville’s local law enforcers, and provide an answer to growing negative trends.

The solution

After in-depth research on various bodycam system providers, the police municipale choose a ZEPCAM T2+ bodycam solution for their officers. Crucial needed elements were:

Results

Police officers experienced the positive benefits of having ZEPCAM bodycams support their work on the frontline every day. Their bodycam use policy states that municipal police officers need to activate the ZEPCAM T2+ bodycam at the slightest escalation. This means that the bodycam records any and all necessary interactions, and saves evidence consistently, allowing officers to be more credible in their actions and police reports. No longer do officers have to worry about hearsay, as the T2+ bodycam records exactly what they experienced, supporting their procedural actions.

Officers found the evidence gathered, both audio and video to be of good quality, with clear voices and images even in the evening or at busy intersections. The ZEPCAM bodycams greatly increased the amount, and quality of evidence gathered during escalating incidents or aggressive behaviour.

Learnings

The positive experiences of Sartrouville’s municipal police force was further improved by added benefits which allowed managers more insight into the work of officers on the street. Namely the absence of activation was an added bonus; whenever an escalation did occur and the ZEPCAM T2+ bodycam was not activated, it raised questions on why. This allowed for new approaches, as well as an analysis of how the bodycam was used whenever a situation required immediate action.
